Amendment C258 - West Melbourne Heritage Review

At the request of the Victorian Government, the Heritage Policies Review and the West Melbourne Heritage Review were combined into one Amendment C258.


What is Amendment C258 - West Melbourne Heritage Review?

Amendment C258 - West Melbourne Heritage Review applies to properties within the West Melbourne Structure Plan area (see map below) and proposes the following changes to the Melbourne Planning Scheme:

  • Amend the Schedule to Clause 43.01 - Heritage Overlay to introduce new heritage places and revise the descriptions of existing heritage places, all in West Melbourne.
  • Amend planning scheme maps 5HO, 7HO and 8HO to introduce new Heritage Overlays and revise the boundaries of existing Heritage Overlays, all in West Melbourne.
  • Introduce a new Incorporated Document containing the West Melbourne Statements of Significance. The new heritage categories for places in West Melbourne are included in the proposed Heritage Places Inventory, which is included in Amendment C258 - Heritage Policies Review.

Why is Council proposing the amendment?

The review was undertaken to assess the heritage significance of land in the West Melbourne Structure Plan area.

Existing heritage places were reviewed and updated and additional places recommended for heritage protection were also identified. This amendment is needed in order to implement the recommendations of the review and protect the newly identified heritage places. It is essential that Council provide clarity and certainty to the community and industry regarding the significance of heritage places.

The amendment will protect the heritage character and the urban qualities that make West Melbourne distinctive as a local neighbourhood.


What properties are affected by Amendment C258 - West Melbourne Heritage Review?

Only properties within the West Melbourne Structure Plan area are affected by this component of Amendment C258.

How will Amendment C258 - West Melbourne Heritage Review affect my property?

A Heritage Overlay on your property will mean that in most instances you will need a planning permit from Council to subdivide the land, construct a building, carry out alterations and additions, externally paint a building or erect a sign.

Council officers will need to consider the heritage significance of your property before making a decision on a planning permit application, which seeks to modify the appearance of your property.

A planning permit is not required for repairs and routine maintenance that do not change the appearance of the heritage place or for internal alterations, unless the interiors are deemed significant.
