The Municipal Planning Strategy (MPS) describes the context and sets out the vision and strategic directions for planning across the City of Melbourne.
Amendment C432: Municipal Planning Strategy proposes to introduce a new Municipal Planning Strategy (MPS) and provide new policies for all local areas within the City of Melbourne in the Melbourne Planning Scheme. The amendment implements the findings and directions of the City of Melbourne Draft City Spatial Plan (Draft City Spatial Plan). The new Municipal Planning Strategy establishes the overarching strategic planning policy for the municipality. It considers the context, history, assets, strengths, attributes and influences which shape the City of Melbourne to establish the vision and strategic direction for future land use and development.
Specifically, Amendment C432 updates the following clauses in the Melbourne Planning Scheme:
- The Municipal Planning Strategy (MPS) at Clause 2.
- Planning for Places at Clause 11.03.
- Background documents at Clause 72.08.
- Further strategic work at Clause 74.02
Key changes proposed
- Delete the existing Municipal Planning Strategy at Clauses 02.01-02.04.
- Insert a new Municipal Planning Strategy at Clause 02 including:
a. A new context at Clause 02.01 including an acknowledgement of Traditional Owners and updated description of the City’s geography, economy, environment and demographics.
b. A new vision at Clause 02.02 derived from the Draft City Spatial Plan.
c. New strategic directions at Clause 02.03 across all policy themes including a new settlement framework with six change types and a greater emphasis on:
- promoting sustainable development
- delivering affordable housing
- mitigating climate change and achieving net zero emissions
- promoting job creation, innovation and creative industries
- elevating high quality design outcomes and design excellence
- recognising Aboriginal values.
d. New strategic framework plans at Clause 02.04 that reflect the Draft City Spatial Plan including:
- a new growth areas plan
- a new economic and innovation plan
- a new open space and waterways plan
- a new transport plan
- a new cultural heritage plan.
3. Insert new and revised local policies in the Planning Policy Framework (PPF) at clause 11.03-6 including new objectives and strategies across housing, economic development, built environment, transport and open space policy themes. Specifically, the amendment introduces a new policy order based on the City Spatial Plan including:
a. New local policies for City North, Dynon, E-Gate, Flemington and Melbourne Showgrounds, and Maribyrnong Waterfront.
b. Substantial updates to existing policies for Carlton, Docklands, East Melbourne and Jolimont, Kensington, Hoddle Grid, North Melbourne, Parkville, Southbank, Sports and Entertainment Precinct and Domain Parklands, South Yarra and West Melbourne.
c. Administrative updates to existing policies for Arden (formerly the Arden Precinct), Fishermans Bend Urban Renewal Area, Fishermans Bend – Lorimer and Fishermans Bend National Employment and Innovation Cluster (formerly the Fishermans Bend Employment Precinct).
4. Amend the Schedule to Clause 72.08 (Background documents) to remove 13 existing background documents and include 30 new background documents used to underpin the proposed MPS and PPF. The amended Schedule includes some documents already in the planning scheme as reference documents and includes new documents and updated documents that have been adopted or endorsed by the Council. Existing reference documents in the scheme are now required to be referred to as background documents.
5. Insert a new Schedule to Clause 74.02 (Further strategic work) to list future further strategic work to be undertaken in the Melbourne Planning Scheme including to review and update council’s signage and sustainability policies, heritage precincts and places, urban design and licensed premises policies.
