City of Melbourne is committed to keeping our furry friends safe and happy while also protecting our environment and community.

From 26 July to 26 August 2024 we asked how you are impacted by cats within the City of Melbourne. We wanted to hear from pet owners, residents and animal welfare bodies to make sure our policies continue to meet everyone’s needs.

We’ve now introduced new measures to promote responsible cat ownership.

From 1 October 2025, all cats in the municipality must be:

  • contained to their property between the hours of 6pm and 8am
  • desexed
  • prohibited from waterways, riverine environments and certain major parks and gardens, unless under effective control by means of a purpose-built carrier, or harness and leash, and in the presence of their owner at all times.
