In August 2024, Council resolved to proceed with a competitive process to seek proposals to lease, develop and manage a council-owned car park at 325-341 Victoria Street in West Melbourne, for the purpose of affordable housing.

In response to feedback from the community through two rounds of engagement, at the August 2024 meeting Council also resolved to:

  • Establish a Project Reference Group to provide community input into Council’s decision-making.
  • Seek proposals that include provision of key worker housing.
  • Defer further consideration of affordable housing at 44-60 Curzon Street in North Melbourne.
How has this project progressed since August 2024?

In 2025, we conducted a competitive process to identify a community housing provider for this project. We also established the Project Reference Group (PRG), which was made up of local residents, business owners, service providers and people with lived experience of housing challenges.

The group developed Community Assessment Principles to define what good affordable housing should look like for this site. PRG members then assessed de-identified proposals against these principles. The PRG assessment carried considerable weight in the evaluation process, representing 20 per cent of the overall scoring.

This gave community representatives genuine and substantial influence over which proposal was recommended to Council, going well beyond the standard consultation approach for projects like this.

What’s next?

The next step is for Council to consider the outcomes of the competitive process, including a recommended proposal for affordable housing on the site. Council will consider this at its meeting on Tuesday 28 October 2025. The agenda and supporting papers are available now on the Council meeting page, including an overview of the recommended proposal.

As this is a competitive process for the lease of council-owned land, there are probity constraints on what can be shared. However, key details about the recommended proposal are now available and are outlined below.

  • All homes in the proposed development would be allocated to key workers. Key workers are people earning very low to moderate incomes who work in the City of Melbourne but have been priced out of living here, such as healthcare workers and childcare workers.
  • It is proposed to be a four-storey development, with two building structures that include ground floor commercial spaces to activate Victoria Street. The proposal contains 32 homes – a mix of one, two and three-bedroom dwellings.
    Note: the final built form is subject to design review and planning approvals, and may change throughout this process.
  • Commitment to high-quality and environmentally sustainable design, with a targeted 7 star+ energy rating.
  • Retention of two established trees on site.
