If selected to take part in the Program, participating apartment buildings will receive:

Building Energy Performance Assessment

  • NABERS for Apartment Buildings - energy efficiency rating from one to six stars, based on the energy use of shared services such as car parks, lobbies, and gyms.
  • Energy Efficiency Opportunity Report – high-level overview of opportunities to improve building energy performance and a 30 minute presentation to the Owners Corporation committee meeting.

Electrification Feasibility Assessment

  • Identification of potential electrification strategies including technologies for upgrading central space heating, hot water systems and pool heating systems; in-apartment space heating and hot water systems; and cooking appliances.
  • A list of recommendations that will consider space, ventilation, building structure, acoustics, and visual impacts.
  • Potential for integration of electric vehicle charging and rooftop solar
  • Assessment of the buildings electrical capacity and supply sufficiency
  • Feasibility Report – summarising the findings and including opportunities and challenges, recommended electrification activities, equipment specifications, estimated capital costs, and projected financial and greenhouse gas emissions savings.

To be eligible for funding under this program, applicants must:

  • be an Owners Corporation of a strata‑titled apartment building*
  • be authorised to act on behalf of the Owners Corporation (e.g., via a committee resolution, delegated authority, or appointed representative)
  • agree to comply with the Program Terms and Conditions
  • be located within Metropolitan Melbourne (PDF 1.6MB) (local government areas).

The strata‑titled building must:

  • be at least four storeys above ground level
  • contain more than 20 occupiable lots/apartments
  • have an existing gas connection,
  • use either a centralised or in‑apartment gas system for space heating and/or hot water.

*Serviced apartments and build‑to‑rent developments are not eligible for this program.

If shortlisted to take part in the program, applicants must be able to provide the Program Coordinator with:

  • A Letter of Approval signed by an Owners Corporation representative to participate in the Program, support the assessment process, and help realise the Program Objectives.
  • Signed agreement of the Program Terms and Conditions.
  • Consent to the public sharing of de-identified information and program findings.
  • Approval to collect energy-related information from the building’s utility providers.
  • Relevant building information, for example: Plan of Subdivision; site plans; architectural / structural drawings; electrical / mechanical / hydraulic services drawings; 12-24 months of electricity, gas, and other fuel bills for common areas and a sample of individual lots.

Prior to completing this Expression of Interest form, applicants should familiarise themselves with the Program Terms and Conditions:

Plan of Subdivision means the registered plan lodged with Land Use Victoria that legally divides the land into individual lots and common property, and that creates and defines one or more owners corporations. The plan shows the boundaries of lots, the location of common property, and identifies which lots and common property are affected by each owners corporation.


Owners Corporation means the owners corporation applying under this EOI, being the statutory body made up of the owners of the lots affected by that owners corporation. The owners corporation is responsible for managing, repairing, maintaining, insuring and administering the common property allocated to it under the Plan of Subdivision. Where this EOI refers to the Owners Corporation, it means only that applicant owners corporation and not any other owners corporation created by the same Plan of Subdivision.


Premises means all lots and common property that are affected by, owned, controlled, or managed by the applicant Owners Corporation under the Plan of Subdivision.

For clarity, Premises includes only the land, buildings, services, and infrastructure for which the Applicant Owners Corporation has responsibility, and does not include lots or common property managed by any other owners corporation.


Program means the Electrifying Apartment Buildings Program (or other named program), being the initiative under which participating Owners Corporations receive technical support, analysis, and guidance in relation to energy efficiency and electrification opportunities, as administered by the Program Coordinator.


Program Coordinator means the City of Melbourne (Melbourne City Council), acting in its capacity as the administrator and coordinator of the Program, and includes its authorised officers involved in delivering the Program.


Technical Consultant means the independent consultant or consultancy appointed by the Program Coordinator (GHD) to provide technical services under the Program, including (but not limited to) data analysis, assessments, reporting, and technical advice relating to energy efficiency and electrification opportunities for the Premises.
