At its meeting on 28 October 2025, Council selected a proposal from a Community Housing Provider to deliver affordable housing on a council-owned car park at 325–341 Victoria Street, West Melbourne.

These homes will provide much needed housing for key workers and people who work in the City of Melbourne but have been priced out of living here, such as healthcare and childcare workers.

Council’s contribution to this project will be through a long-term lease of the land. The selected community housing provider will be responsible for securing funding, building the homes and managing them once complete.

About the proposal

As this is a competitive process for the lease of council-owned land, there are probity constraints on what can be shared at this stage. However, key details about the proposal include:

  • All homes in the proposed development would be allocated to key workers.
  • It is proposed to be a four-storey development, with two building structures that include ground floor commercial spaces to activate Victoria Street. The proposal contains 32 homes – a mix of one, two and three-bedroom dwellings.
    Note: the final built form is subject to design review and planning approvals, and may change throughout this process.
  • Commitment to high-quality and environmentally sustainable design, with a targeted 7 star+ energy rating.
  • Retention of two established trees on site.
How did community feedback inform the recommended proposal?

In response to feedback from the community through two rounds of engagement, Council established a Project Reference Group (PRG) to provide community input into Council’s decision-making.

The PRG, which was made up of local residents, business owners, service providers and people with lived experience of housing challenges, was formed in early 2025. Members were selected through an expression of interest process.

The group developed Community Assessment Principles that defined what good affordable housing should look like for the site. PRG members then assessed de-identified proposals against these principles. The PRG assessment carried considerable weight in the evaluation process, representing 20 per cent of the overall scoring.

This gave community representatives genuine and substantial influence over which proposal was recommended to Council, going well beyond the standard consultation approach for projects like this.

What’s next?

The next step is to finalise lease negotiations. This is the third and final stage of the selection process.

Once this is complete, Council will be able to share the name of the preferred housing provider and further information about the proposal.

The provider would be responsible for securing project finance, finalising designs and obtaining necessary planning and building approvals before construction commences.

It will take several years before the new homes are ready for key workers. In meantime, the site will continue to operate as a public car park.
