We recently completed the Carlton Heritage Review, the first comprehensive review of heritage in this area since the 1990s. The independent review looked at all places within the study area, and made recommendations seeking heritage protection for 24 new places in addition to other updates. A thematic history was developed that incorporates Carlton’s historical themes and material gathered through consultation with Traditional Custodians.

The suburb of Carlton is one of Melbourne’s oldest and most cherished neighbourhoods. Originally an extension to the Hoddle Grid lined with grand terrace rows, Carlton later became a diverse home to recently arrived immigrants, social housing, educational facilities and a range of world-class heritage and contemporary architecture. In addition to identifying specific buildings that require protection, the research and documentation of Carlton’s rich history and patterns of development was a central aim of the Review.

The Review is implemented through Amendments C404 (Interim Controls) and C405 (Permanent Controls).

On 18 November 2022 the Minister for Planning approved interim controls. These have since been extended through the approval of Amendment C445, Amendment C461 and Amendment C472. The interim controls now apply until 31 January 2025.

    Future Melbourne Committee considers the panel report and changes to the Planning Scheme Amendment. Council submits final amendment to Minister for approval.

    The amendment was adopted by Council with changes on 30 May 2023. A request for approval is now being considered by the Minister for Planning.
