The West Gate Service Stations Heritage Review 2024 was commissioned by the City of Melbourne and undertaken by independent heritage consultants GJM Heritage.
The Review identified the canopies of the West Gate Service Stations at 1 and 2 West Gate Freeway, Port Melbourne being of local heritage significance and recommended their inclusion in the Heritage Overlay.
The amendment applies an individual Heritage Overlay (HO1380) to part of the two sites, updates the Heritage Places Inventory March 2022 (Amended August 2023) and incorporates a Statement of Significance and Incorporated Plan to reflect the recommendations of the Review and makes consequential changes to the Melbourne Planning Scheme.

Based on the findings of the Review, we are seeking to implement the following recommendations through Amendment C463:
- include the Review as a policy document at Clause 15.03-1L-02 (Heritage).
- include the new heritage place HO1380 in the Schedule to Clause 43.01 (Heritage Overlay).
- insert a new Planning Scheme Map No. 10HO to apply the Heritage Overlay to part of the properties.
- include a Statement of Significance for the heritage place which identifies that the heritage significance of the place is limited to the stations’ canopies.
- include an incorporated plan to apply permit exemptions to the heritage place in the Schedules to Clause 43.01 (Heritage Overlay) and Clause 72.04 (Incorporated Documents).
- apply a significant building category to 1 and 2 West Gate Freeway, Port Melbourne as per the incorporated document titled Heritage Places Inventory March 2022.
- make consequential changes to the schedules to Clauses 72.03, 72.04, 72.08.
The West Gate Service Stations Heritage Review 2024 states that the heritage significance only applies to the canopies (tensile membranes and structures). The proposed Incorporated Plan identifies permit exemptions for the non-contributory elements e.g. the shops, restaurants, and bowsers. This ensures any development does not adversely affect the heritage significance of the canopies while recognising the operational requirements of the service station.
