Concept plan endorsed by Future Melbourne Committee

The Future Melbourne Committee endorsed the final concept plan for the expansion of Chapman Street Reserve on 2 December 2025.

This project will deliver approximately 3860m2 of new, more functional open space for the local community to enjoy. Creating more green space in urban areas like North Melbourne is a key priority in helping us establish Melbourne as the garden city.

How your feedback influenced the design

The design was informed by two phases of community consultation, and feedback from Traditional Owners, stakeholders and relevant authorities.

Through consultation, we heard strong support for greening, bigger and connected parks, shade, biodiversity and amenities for the community to enjoy. In response, key features of the final concept plan include:

  • increasing planted areas
  • 28 more trees
  • larger and more flexible lawn spaces
  • improved pedestrian safety, visibility and access
  • water sensitive urban design features to improve stormwater quality.

We also heard ideas, reflections and suggestions about parking and traffic movement in the area. As we move into detailed design, we’ll continue exploring ways to maintain as many car parking spaces as possible – maximising open space while minimising the impact on car parking.

Next steps

We will now:

  • develop detailed designs based on the endorsed final concept plan
  • commence the process of formally discontinuing parts of Errol Street, Chapman Street and Murphy Street so we can turn them into green space.

The road discontinuance process includes a public notice period where people can make submissions for Council to consider. We expect this process to happen in early-to-mid 2026.

Construction is currently expected to start in the 2028–29 financial year. However, we're looking at options to fast-track delivery as part of our efforts to grow our garden city. Council will consider bringing funding forward to deliver this project in the 2026–27 financial year. This would be subject to approval through the Annual Plan and Budget process.
