The conversation

City of Melbourne is working on a four-year Major Initiative on Community Disaster Resilience, which is included in the Council Plan 2021-25 to ‘engage and prepare residents and communities to enhance their resilience to hazards, disasters and the health impacts of climate change’.

We conducted a Docklands community resilience workshop in October 2023 with 16 community members to better understand the residents’ experiences, and where they see the major vulnerabilities and opportunities to build better preparedness to future shocks and stresses.

What we did and what we heard

High rises constitute great opportunities for coordinated and efficient communication and clear protocols, through emergency services and building managers. Residents highly value the Harbour and its unique characteristics and consider the Marvel stadium as a key potential asset for relief.

Local community groups have community cohesion and safety at heart and want to see greater collaboration across council, corporates and community, to support the centralised access to services and information on disasters and wellbeing. These include human, physical and digital resources, made available at a local, council-staffed community hub.

  • Community themes

    During the first workshop, we asked participants to identify some of the social and physical vulnerabilities that may impact on the community's ability to deal with a disaster.

    From the workshop activities, four key themes emerged and were used to identify ideas to help build resilience in the community:

    1. Inclusive information and engagement
    2. Accessible urban environment
    3. Community connection
    4. Safety and wellbeing
  • Prioritised ideas

    During the second workshop, participants identified actions that could be taken and prioritised:

    • Council-staff resident or community hub as a central point for services and information operating at extended business hours
    • A volunteer for each building with information, tools resources
    • Genuine residents community group for residents by residents
    • Closing the gap between residents and corporates and collaboration with stakeholders (e.g. Marvel Stadium)
    • 'In case of emergency' QR codes in public places

Impact and next steps

We have now conducted six Community Resilience Assessments and we are working with community members and organisations to support the implementation of the ideas identified. Read a summary of what we learnt and next steps.
