The conversation

From late 2025 to early 2026, we asked the community about our proposal to expand Normanby Road Reserve.

We wanted to understand community priorities, test support for the project proposal and identify considerations to help inform a draft vision and concept plan.

Gathering insights

The first phase of engagement ran from 2 December 2025 to 8 February 2026.

We collected feedback through:

  • an online survey via Participate Melbourne
  • two project site walking and wheeling tours
  • a community pop-up at Normanby Road Reserve
  • junior and community design studio sessions
  • targeted stakeholder sessions
  • door knocking local businesses.

We also:

  • Distributed postcards to residents, businesses and community centres.
  • Installed project signage with information about the proposal and a QR code linking to the Participate Melbourne survey.
  • Promoted engagement via social media channels.

What we heard

Approximately 550 responses were received throughout the engagement period.

Level of support for expanding Normanby Road Reserve

Community feedback indicated strong support for more open space and greening to improve the amenity, accessibility and community use within this area of Southbank.

Approximately 83% of survey respondents were supportive of expanding the reserve (72% strongly supportive and 11% somewhat supportive). Approximately 13% of survey respondents were not supportive and 3% were unsure.

Level of support for potential changes to Normanby Road

Community feedback indicated support for potential changes to Normanby Road (reconfiguring and / or reducing traffic lanes) to create more open space, but responses suggested that any changes to Normanby Road would need to consider traffic and transport impacts.

Approximately 79% of survey respondents were supportive of potential changes to Normanby Road (67% strongly supportive and 12% somewhat supportive). Approximately 18% of survey respondents were unsupportive and 3% were unsure.

Key considerations for expanding Normanby Road Reserve

While most survey respondents supported expanding the reserve and reconfiguring Normanby Road to create more open space, feedback also raised some concerns around impacts on the surrounding transport network and approvals with external partners like the Department of Transport and planning and local landowners.

There was strong support from survey respondents to enhance the existing reserve and surrounding areas. This included increasing greening, shade and seating, and improving accessibility and safety.

Next steps

We'll continue to work with the Department of Transport and Planning and other landowners and land managers to determine what’s possible.

We'll also continue to progress project feasibility, including detailed traffic studies.

Subject to advice from the Department of Transport and Planning and other landowners and land managers, we'll share a draft vision and concept plan with the community as part of the second phase of engagement, which we anticipate undertaking in late 2026.
