The conversation

Under the Smoke-free Melbourne Policy, City of Melbourne has committed to increasing the number of smoke free areas throughout the city to reduce community exposure to harmful second-hand smoke and vape-aerosol.

We recently consulted with residents, businesses, workers, building owners, students, tourists and visitors about whether the entrances and footpaths at the front of the Melbourne Town Hall and council administration buildings in the city should become smoke-free areas under the Activities Local Law 2024.

Community members were provided with draft plans of the smoke-free areas around Melbourne Town Hall, Council House 1 and Council House 2 and asked to share their thoughts.

Gathering insights

Community engagement took place from 30 June until 8 August 2025.

Key stakeholders including businesses, residents, visitors and City of Melbourne staff were engaged face-to-face through intercept surveys as well as online via Participate Melbourne.

Postcards with a QR code linked to Participate Melbourne were distributed around the area. Letters were mailed to all building owners and occupiers immediately surrounding the proposed smoke-free area.

We heard from:
921 community members
41 businesses

What we heard

Overall, 72% of people were supportive of the area becoming smoke-free, 16% were against the proposal, and 12% didn’t mind either way.

73% said they were likely to support further smoke-free area proposals around other council facilities.

67% said this was the first City of Melbourne consultation they had participated in, with 56% believing it is important to have your say and contribute to the future of our city.

Impact

Comments received during the consultation will help guide the delivery of the smoke-free areas including the presence of effective signage and communication strategies around awareness raising and enforcement.

Next steps

The outcomes of the community consultation will be presented to the Future Melbourne Committee seeking endorsement on 11 November 2025.
