The City of Melbourne first engaged with the West Melbourne community in April 2024 to better understand the parking challenges in the neighbourhood. We then engaged in March 2025 on a set of recommended parking changes as a first step.

Feedback from the 2025 engagement has been reviewed alongside an expert parking report conducted by Urban Transit Solutions, parking data from the local area and the policies of the Parking and Kerbside Management Plan.

The adjusted set of changes can be seen below and aim to improve parking in West Melbourne. Read more about what we heard, including how feedback from the community directly informed these finalised changes, on the community consultation page.

West Melbourne parking improvements

  • To respond to weekend demand for parking, we will update parking controls to apply from 7am to 7pm, Monday to Sunday.
    • Where later controls exist (e.g. until 11pm), they will be retained.
  • We will increase ‘resident permit excepted’ parking across West Melbourne to make access to resident parking fairer
    • Where ‘permit zone’ parking spaces exist, we will replace them with an increase of at least 25% in ‘resident permit excepted’ spaces.
  • We will adjust some parking controls to increase consistency (see maps below for detail)
    • Where paid parking exists, it will be updated to 3- or 4-hour time limited.
    • Where 1 hour free exists, it will be maintained.
    • Typically, all-day parking (both paid and unpaid) will be maintained.
  • We will add 'No Parking' bays in key locations to allow for pick up/drop off passengers and goods to support local businesses and schools.
  • We will assess Keep Clear spaces and replace these spaces with additional parking, where this change does not impact access.
  • We will update Loading Zones to 30 minutes, 7am to 7pm Monday to Sunday.

Note on North Melbourne Station parking
We will not be adding new metered parking around the station at this time. We will continue to work with community and monitor demand on parking in these streets over the next year as major transport projects are complete

Delivery

Now that the parking changes for West Melbourne have been finalised, works to roll out these changes will begin in May. Contractor letters will be sent to property occupants 1-2 weeks before work begins on the street. Always check the signs when you park to see what conditions apply.

The changes we're making are not 'set and forget'. We will review them each year to make sure the new parking conditions are working well.

Community check-in

We will be in touch with the West Melbourne community in late 2025 to check in about the works. If you have feedback in the meantime, please complete the always on survey. Feedback from this survey will be used to identify the key themes, concerns and areas for improvement that will be covered in the check in.

Annual review

After this first round of parking changes and the community check in have been completed, an annual review will be scheduled. This gives the community time to adjust to the updated conditions before we review their performance and amend them where necessary. Through this process, parking conditions may evolve over several years.
