Amendment C190 will implement new land use and development controls, as recommended in the Arden-Macaulay Structure Plan, by making changes to the Melbourne Planning Scheme.

It proposes to rezone the area to encourage residential development and allow other uses such as shops, offices, education and entertainment. It also proposes new built form controls that allow medium density development with lower building heights near existing low-rise neighbourhoods. Updates

Melbourne City Council last night adopted Planning Scheme Amendment C190, which will implement the land use and development controls recommended in the Macaulay area, north of the Arden Vision area in the 2012 Arden-Macaulay Structure Plan.

Amendment C190 will shortly be submitted to the Minister for Planning seeking approval, along with a request for a Ministerial Amendment under section 20(4) of the Planning and Environment Act 1987, which will introduce a suitable interim development contributions control over the area affected by Amendment C190. Melbourne City Council has also requested that the State Government identify and secure open space along the Moonee Ponds Creek corridor for future recreational purposes, in line with the Arden-Macaulay Structure Plan 2012.

The City of Melbourne has considered the Panel Report for Amendment C190. A report which assesses the Panel’s recommendations has been prepared, presenting a final version of the amendment for adoption by Council. The Future Melbourne Committee will consider this report at its meeting on Tuesday 2 August 2016.

The panel has consideded the written submissions referred to it and those presented during the hearing and has provided its report to the City of Melbourne. The panel’s report is currently being considered by officers together with matters of relevance to Amendment C190. It is anticipated that the Future Melbourne Committee will consider the officer’s assessment of the panel’s recommendations before the end of this financial year. Further updates regarding the timing of the report being presented to the Future Melbourne Committee will be posted here in and submitters to the amendment will be notified directly.

The panel held its public hearings from Wednesday 8 July to Friday 31 July 2015. The panel is expected to provide its findings to the City of Melbourne in October 2015.

Once the panel report has been received, the Future Melbourne Committee will consider the panel’s recommendations at its December 2015 or February 2016 meeting.

The opportunity for further submissions on the Council-endorsed post-exhibition version of Amendment C190 has now closed.

The submissions will be provided to the Panel for their consideration. If you have made a submission, you will be contacted by the panel and asked to complete a ‘request to be heard’ form if you wish to present at the hearing scheduled for 6-17 July 2015.
