City of Melbourne is working on a four-year Major Initiative on Community Disaster Resilience, which is included in the Council Plan 2021-25 to ‘engage and prepare residents and communities to enhance their resilience to hazards, disasters and the health impacts of climate change’.

Kensington was our second neighbourhood community resilience assessment.

With an active local community, family households make up 54 per cent of dwellings in Kensington, amongst the highest in our city. Recent findings from our Participate Kensington neighbourhood consultation indicates people in Kensington felt higher levels of connection to community in comparison to other parts of the municipality. Community activation and connection along with safety and wellbeing were indicated as priorities for the people of Kensington. We did however hear that 7 per cent of people did not have anyone to call on in the event of a disaster or emergency. We also heard that less than 25 per cent of community members have an emergency kit in preparation for a disaster.

What we did and what we heard

  • Community themes

    During the first workshop, we asked participants to identify some of the social and physical vulnerabilities that may impact on the community's ability to deal with a disaster.

    From the workshop activities, four key themes emerged and were used to identify ideas to help build resilience in the community:

    1. Changing urban fabric
    2. Accessibility
    3. Information
    4. Community connection
  • Prioritised ideas

    During the second workshop, participants identified actions that could be taken and prioritised in the community to improve neighbourhood disaster resilience and preparedness:

    • Up to date information boards in key locations with QR codes and links to trusted local information
    • Community BBQs with a Council presence to share information
    • Local information centre/space/hub that fosters ongoing relationship with neighbourhood
    • Better real time emergency information (e.g. emergency texts with action plan)
