City of Melbourne is currently reviewing its Creative Funding Framework. For more than 20 years, Council has allocated over $150 million to artists and arts organisations via different funding models and mechanisms. Council has offered this investment to meet strategic commitments to develop and support creative activity in the municipality.

We're assessing how to best use public funds when providing arts grants and residencies. Key stakeholder input via Participate Melbourne will be used to help shape a refreshed, inclusive and relevant framework.

Gathering insights

The survey via Participate Melbourne is one input into an extensive consultation process that will take place during April to June 2023.

What we heard

127 people from arts organisations, peak bodies, artists, peer-assessors and other interested parties contributed their ideas and provided feedback.

Key messages:

  • Respondents support public funds being available for access costs, development grants and for artists training.
  • Respondents support public funds being available to all art forms.
  • Respondents support continuing to use an arm’s length assessment approach by using peer assessors.
  • Respondents support funding individual artists and those who need it most (e.g. emerging and non-commercial artists).
  • Respondents were somewhat supportive of public funds being available for fellowship funding to create a ‘living wage’.
  • Respondents were equally divided on using public funds to invest in national and international projects.
  • Respondents disagree that public funds should only be used to fund free events.
