The draft Inclusive Melbourne Action Plan 2024–26 has been designed to deliver on Council’s Inclusive Melbourne Strategy 2022–32.

We want our city to be a place where people of all cultures, ages, genders, sexualities, backgrounds, religions, beliefs, and abilities are welcomed, celebrated, and protected.

The draft action plan has been developed in consultation with the community and stakeholders.

The plan focuses on community connection, empowering everyone and breaking down barriers to participation for:

  • people with disability
  • women
  • LGBTIQA+ communities
  • multicultural communities.

While the draft Inclusive Melbourne Action Plan focuses on four priority groups, the plan also recognises the importance of ‘intersectionality’. This means that different parts of a person’s identity or circumstances – for example, their age, culture, disability, Aboriginality, sexuality and gender – combine and cross over to shape their life experiences, including their experience of inclusion or discrimination. Intersectionality is a way of seeing all different facets of the whole person. We have other dedicated plans and services to support Aboriginal and Torres Strait Islander people, older people, young people and children.

What we're consulting on

The draft Inclusive Melbourne Action Plan has two parts, and we are asking for feedback on Part Two.

  • Part One has has 24 actions that aim to progress inclusion and create meaningful impact across all priority groups. These actions continue the work of the current Inclusive Melbourne Strategy Implementation Plan 2022-24, which is why we are not consulting on them.
  • Part Two of the draft Inclusive Melbourne Action Plan contains 20 actions that are targeted to the priority groups. There are 5 actions per group. We heard these actions represent the priority work we can do to support each of these groups. We would love to hear your feedback on these new actions to make sure we got it right.
