Victoria Street Affordable Housing: Council decision approaching

In August 2024, Council resolved to lease a council-owned car park at 325-341 Victoria Street, West Melbourne, for the purpose of affordable housing.

Following a competitive process, Council will soon consider a recommended proposal to lease, develop and manage affordable housing at the Victoria Street site. This proposal will be considered at the Council Meeting on Tuesday 28 October 2025.

As the competitive process for the Victoria Street site is a commercial activity, there are probity constraints on what can be shared prior to Council’s decision. However, when the agenda and supporting papers for the Council meeting are published on our website on Thursday 23 October 2025, a summary of the recommended proposal will be made available. This will include:

  • The proposed built form, including the proposed height and opportunities for ground floor commercial spaces. This may change as the proposal progresses.
  • The intended resident cohort.
  • How the proposed development responds to design and environmental considerations, including the retention of existing trees.

How community feedback influenced the proposal

Earlier this year, Council established a Project Reference Group (PRG) made up of local residents, business owners and people with lived experience of housing challenges.

This group developed Community Assessment Principles that defined what good affordable housing should look like for the Victoria Street site. PRG members then assessed de-identified proposals against these principles. This assessment carried considerable weight in the evaluation process, giving community representatives real influence over which proposal is being recommended to Council.
