Third People’s Panel workshop

The third People’s Panel workshop took place on Saturday 27 October.

The panel first elected to hold a closed session with just the participants and facilitators in the room to discuss and agree the panel’s approach to the remit set for the panel, the approach and information required to achieve this, and what else the panel may wish to cover.

Following this, Heritage Victoria (HV) Executive Director Steven Avery and Manager of Statutory Approvals, Erin Williams presented to the panel about the key considerations HV make when accessing heritage permits. They also discussed the previous City of Melbourne application for market infrastructure below-ground in Sheds A-D, and the publicly released officer’s report, which informed the HV refusal of this application.

HV’s Principal Archaeologist, Jeremy Smith, was also in attendance and outlined the archaeological considerations of the Queen Victoria Market site with the panel, particularly in relation to the principle to minimise disturbance to the human remains within the boundaries of the Old Melbourne Cemetery.

As part of the panel’s deliberations, participants have sought further information about options and plans that have been developed or proposed to support the delivery of market infrastructure and car parking – both developed by the City of Melbourne and those developed as alternatives. This will be the focus of the next workshop on Wednesday 7 November 2018.

The panel has identified that they require additional workshops to complete their deliberations and recommendations. The further workshops will be scheduled in coming weeks, with the anticipated conclusion of the panel’s deliberations by the end of November 2018.
