What we heard and next steps

Between July and September 2023, the City of Melbourne started a trial of changes to taxi zones as part of the CBD Parking Improvements program.

The main reason for the trial was to seek feedback from the community about our planned changes to taxi zones in the CBD. Because there is no formal representative body for the local taxi industry, we had difficulty in directly contacting taxi stakeholders for feedback. We received 144 contributions. Most responses were from taxi drivers. There was strong opposition to the changes overall. Of all taxi zones in the trial area, the 101 Collins Street taxi zone had the highest rate of feedback with 50 per cent of all respondents identifying it as an important taxi zone to keep. This was followed by Russell Street (outside the Grand Hyatt) with 43 per cent of respondents providing feedback about this taxi zone.

During this time, the Victorian Taxi Driver Union came forward to provide direct input and advice on the plans and communicate with their members.

We have taken on all feedback received and adjusted the taxi zone changes in response. This adjustment includes:

  • Putting back the taxi zones we removed during the trial at 101 Collins Street, Russell Street (Grand Hyatt) and Bourke Street Mall east.
  • Changing plans for the rest of the CBD to make sure taxi zones are being used efficiently and a good network of taxi zones are located where customers currently need them.
  • Planning to create maps of taxi zones for drivers and customers to use.

As a next step, we are now delivering a program of parking reviews. Every year we will review parking in the CBD and across each neighbourhood in the municipality. Our reviews will use parking data and input from the community. This is to make sure that our limited parking and kerbside space is being used efficiently and fairly. Where appropriate, we will adjust parking conditions.
