The Greenline Project is a major initiative for the City of Melbourne to revitalise the north bank of the Yarra River – Birrarung and create a reinvigorated and inspiring public waterfront. The Greenline Project includes five precincts extending over 4km between Birrarung Marr and the Bolte Bridge.

City of Melbourne is developing a Greenline Project Master Plan to outline the vision for the Greenline Project. The Master Plan will contain design and technical information to guide the delivery of improved connections, open spaces and a vibrant public realm along the north bank.

To inform development of the Greenline Project Draft Master Plan, we prepared a series of images that illustrate activities and experiences and explore how the ambitions for the project might be realised. We tested these ideas with our community and stakeholders with inputs used to inform the preparation of the Draft Master Plan this engagement will continue as we finalise the Master Plan.

This consultation on the development of the Master Plan builds on previous engagement on the Greenline Implementation Plan, and consultation in late 2022 on the draft concept plan for the first Greenline project at Birrarung Marr and to support precinct planning for each of the precincts within The Greenline Project.

Gathering insights

Preparation of the Greenline Project Draft Master Plan incorporated feedback obtained via Participate Melbourne from 5 April 2023 to 17 May 2023.

A survey was used to gather feedback, along with three community workshops (online and in-person).

We held two targeted stakeholder workshops including local businesses, residents' groups and representatives from Wurundjeri Woi-wurrung and ten pop-ups were held in the Greenline Project area during the engagement period.

We also conducted three community walking tours, including a tour tailored to Mandarin speaking community members.

What we heard

The four main themes of the Greenline Project are Environment, Culture, Place and Connection.

In relation to the Environment (Healthy Ecosystems), we heard support for:

  • Biodiversity, native planting and improving water quality
  • Reducing the need for more hard concrete
  • Managing floods and climate change
  • Shade and weather protection
  • Managing waste (e.g. ensuring enough bins are available to help prevent litter reaching the river)

Regarding Culture (Authentic Stories and Experiences), we heard that the Greenline Project should:

  • Rediscover stories and history, and highlight collective history and cultural values
  • Reflect Melbourne character with a focus on ‘greening’
  • Celebrate the river as a destination and deliver something different to the south bank of the river
  • Highlight First Nations – Wurrundjeri Woi-wurrung culture
  • Incorporate education and joint storytelling including First Peoples, maritime, history ecology and sustainability
  • Incorporate more art and signage
  • Acknowledge the importance of place names

In terms of Place (Great Places for People), feedback indicated an interest in:

  • Revitalising Greenline as a whole
  • Providing spaces for everyone, including play spaces for children and users of different ages and abilities
  • Safe connections to water
  • Support for economic activation and project staging to manage impacts
  • Safe movement
  • Activation at night, including effective lighting of public space

And in relation to Connection (An Uninterrupted Journey), we received feedback that the Greenline Project should:

  • Provide safe and inclusive access
  • Strengthen connections along and across the river
  • Ensure wayfinding is clear and disability access is accessed
  • Improve access to Flinders Street Station
  • Ensure amenity improvements support accessibility along the Greenline Project (e.g. sheltered rest areas, access to toilets, drinking foundations, seating and bike parking)

Impact

The feedback we heard has been used to inform the development of the Greenline Project Draft Master Plan.

The Draft Master Plan outlines a vision for the Greenline Project and contains design and technical information which, when finalised, will be used to guide delivery of improved connections, open spaces and a vibrant public realm along the north bank.

In response to feedback, the Draft Master Plan articulates the importance of :

  • A Health and Wellbeing of Country Framework highlighting ongoing engagement with Wurundjeri Woi-wurrung
  • Emphasising the cultural and historical values of the site, especially Aboriginal, maritime and immigration stories
  • A focus on ecological design elements that facilitate improved habitat, education opportunities, and resilience to climate change
  • Information on how the Greenline Project will address issues of safety and access
  • Developing options to manage active transport and pedestrians.
  • Developing options for wayfinding and interpretive signage

The Greenline Project team will continue to engage with Traditional Owners, river users, businesses, property owners and managers, and other key stakeholders to focus on site-specific project opportunities during development of Precinct Plans and Concept Designs.

The Final Master Plan will be shaped by feedback on the draft master plan consultation and presented to the Future Melbourne Committee for consideration.

Concept designs for future projects will be developed following approval of the final Master Plan. The City of Melbourne will continue to conduct individual and collective discussions within community and stakeholder groups as the Greenline Project progresses.
